Will the Philippines be the first country to ratify ILO Convention 189?
Domestic workers and social partners will once again come together to demand the early ratification of the ILO Convention 189 and the finally the passage of Batas Kasambahay.
But beyond urgent call for policy reforms, there is a need to identify innovative and sustainable solutions towards making domestic work truly a decent work.
It is time to generate fresh and new ideas such as how to determine decent wage levels for the sector. How do we ensure that protection measures reach inside the privacy of the households? How do we ensure that higher labor standards do not force domestic workers to go underground and fall into new modus operandi of recruiters and traffickers?
Most importantly, how do we change attitudes and perceptions of employers, as well as domestic workers themselves, so that the rights to participation, education, and alternative employment are equally respected?
